Descriptif de fonction

General

  • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm
  • Plan for construction activities and ensure constructability reviews of the design are carried out at all stages
  • Ensure proper quality control is exercised on all construction activities and checks as carried out as per inspection plans
  • Responsible for the construction of the facilities, within schedule, quality and project specifications
  • Ensure interfaces between packages are managed operationally, establishing segregated work areas, and clarifying physical interfaces
  • Ensure that major risks associated with project construction are managed, followed-up and reported
  • Ensure that the construction team staffing is in accordance with objectives and project need
  • Responsible for the interface and day to day relationship with all the stakeholders in relation with construction
  • Provide appropriate reporting to the Project Director and the CTO as per Project procedures on construction progress and issues

 

HSE

  • Together with the HSE manager, CTO and Construction Team, the CM will ensure that adequate HSE policies and good practices are implemented on the site. The CM will lead or assign appropriate resources to lead major accident investigations, report conclusions, develop and implement corrective action plans with the EPC Contractor, the Brownfield contractors, Grids operators and other contractors.

 

Quality Management

  • The CM responsibilities regarding Quality Management will be mainly focused in the supervision of Contractor’s works on site, the follow-up of all inspections and tests plus general technical support related with the quality aspects.

In more detail, the CM responsibilities regarding Quality will be:

  • Coordination and control of the management of all interfaces between all involved stakeholders
  • Organization of the Hand-Over to the construction to the commissioning team.
  • Development and follow-up, with the Discipline construction leaders reporting to him/her (civil, Mecha, E&I), of the Construction Site Risks Analysis,
  • Development and follow-up, with the Project technical leaders, of the programs of monitoring.

 

Team Building

  • The CM will recruit (if new position are required), develop and manage the existing site construction team.
  • The CM will ensure that all elements of the project are adequately resourced and any issues escalated at the earliest opportunity to the CTO and the Project management team.
  • Management of the Site Construction team (Site Engineers and discipline leaders)

 

Construction Site Management

  • Site representative of the Project with regards to all aspects of the Project Construction.
  • Ensure governance and compliance to Project and Shareholders standards for all work packages.
  • Be proactive in the resolution of problems occurring onsite and/or with contractors.
  • Participate to site coordination, quality and HSE management to ensure that this is in line with Project minimum requirements
  • Participate to the definition and classification of the punch-list items and approval of accurate and timely ‘as built’ drawings, review and approval of O&M documentations and H&S packages.
  • Accountable for the quality of the project delivery and for the associated site construction documentations (in line with the Project Quality Control Plan)

 

Budget and Schedule

  • Responsible to manage Construction site budget
  • Manages the delivery of the construction part of the project in accordance with Project Management Plan, programme, cost schedule, risk/opportunity plans cost schedules stakeholder management plans, work breakdown structure,…

 

Contractor Relations

  • Develop and lead collaborative trusting and effective multi contract relationships with site EPC and Brownfield contractors, Grids operators, and other contractors teams.
  • Management of the interfaces with other key construction stakeholders (Sponsors, Grid Operator, Local community etc.).
  • Ensure all work packages are adequately managed.
  • Careful attention to all local aspects of the construction initiation and implementation.

 

Commissioning and hando-over to Asset Management

  • Manage interface with commissioning team to ensure handover meets their requirements. Actively involved in the hand-over to Operation & Maintenance management

Compétences

  • Strong leadership and assertiveness to manage a large scale multi-year construction site
  • Organization skills.
  • High flexibility and good anticipation skills to adapt when facing unexpected events
  • Mediations skills and concensus builder in English and French

Expériences

  • Strong proven experience as Construction Manager for large scale thermal projects (50+ M€ budget, +10j)
  • Experience in leading a team with multiple disciplines involved (civil works, mechanical, electrical, I&C,)
  • Experience with large rotating equipements (gas turbine, steam turbine), complexe piping systeme, knowledge related to high voltage equipement will be a plus
  • Experience with international EPC contractors and complex contractual set-up
