Descriptif de fonction

General activities:

  • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm 
  • Is responsible for Overall Quality control, supervision, planning, reporting, advising and troubleshooting for activities related to its domain
  • Assists Site Inspectors whenever possible during Inspection.
  • Takes part to the organisation of construction and commissioning activities on the domain by supporting the E&I lead engineer.
  • Performs a preventive risk analysis approach on its domain , and determines main controls to be performed based on the risk analysis and its experience. Verifies the QC documents.
  • Performs a preventive risk analysis approach on the electrical domain to identify potential design and/or construction errors and potential optimizations before they are erected to ensure a smooth Change Request process if needed
  • Gives all relevant input necessary to the elaboration of the Review Sheets, the Technical Queries instructions, the Change Requests, the Non Conformance Requests and to the contract management.
  • Writes the Daily Progress Report, writes some parts of monthly reports for Construction activities. Organise meetings and prepare related MOM.
  • Supports the monitoring of the Project schedule / Progress on the field by giving precise insights on the electrical activities advancement.
  • Supports the coordination with engineers, designers, and coordinating meetings with consultants & contractors.
  • Monitors any deviation to the contractual scope and analyse the causes to help to take decisions to moderate the deviations. Prepare draft version of contractual communication with associated documents to justify Employer position.
  • Takes part to resolution of problems and questions (punch, NCR resolution, Technical Queries) together with the engineering and contract team to ensure that proper solutions are studied, decided and implemented.
  • Provide written justification to contractor when a clarification is required to justify Employer position (for example during QAQC control)
  • Takes part to the elaboration of the Punch List and to the transfer of the power plant to the O&M Contractor, including Construction completion certificates, taking over related documents.
  • Takes part in all activities leading up to and during final hand-over.
  • Support E&I lead engineer for invoices approval. Such approvals shall be done using physical progress but also QAQC progress (ITP records and open punch). Provide a recommendation to Site manager and Contract manager when milestones are not reached at 100%.

 

 

Site activities:

  • Review of site shop drawings, method statements risk Assessment (MSRA), Comment Inspection Test Plan (ITP) and contractors QAQC documents. Ensure that ITP are detailed enough to cover electrical activities.
  • Interprets codes and technical requirements for site activities.
  • Inspects (incoming) materials, products, and work in progress to conform with project standards and requirements
  • Performed Audit, together with QAQC team, to ensure that Contractor QAQC database is correctly organised, filled with QAQC document
  • Check corrections actions to be done if inspection results were not good, and propose them for activities related to Brownfield.
  • Take part to all technical meetings necessary to fulfil the obligation detailed hereabove and is proactive to set up such meeting

 

Safety:

  • Promote a safe way to work
  • Together with the HSE manager, Site Construction Manager, CTO and Construction Team, the ELS will ensure that adequate HSE policies and good practices are implemented on the site. The ELS will support the E&I lead on major accident investigations, report conclusions, develop and implement corrective action plans with the EPC Contractor, the Brownfield contractors, Grids operators and other contractors
  • Review Method statement of works to ensure that they are compliant with project rules. Ensure that contractors are applying all agreed HSE measure.
  • Stops unsafe work at site. Record such deviation using HSE register and support HSE team to implement corrective action.
  • Discuss any safety violations with Site HSE Manager and Site managers from contractors
  • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm

 

Contractor Relations :

  • Support and lead collaborative trusting and effective multi contract relationships with site EPC and Brownfield contractors, Grids operators, and other contractors teams. 
  • Participate to the interfaces with other key construction stakeholders (Sponsors, Grid Operator, Local community etc.).  
  • Careful attention to all local aspects of the project

Compétences

  • Technical document review on wide range of electrical aspects
  • Good know-how of MS office. Autocad or PDMS is a plus.
  • Hands-on & dynamic

Expériences

  • Engineering level with E&I background
  • Minimal 5 preferably 10 years of similar experience,
  • Fluent in French – English
  • Experience in an Owner’s Engineer structure for a large infrastructure project
